How do you make a devil wing mag?

I'm not online yet but I was wondering if there is any way to make this offline?

Well to make the devil wings you need one heart of devil mag cell, for the tail you need two. Unfortunately there is no offline way to get the mag cells. These particular mag cells were dropped by xmass rappys in xmass presents.
