Yea they are in every game.......They are put in by sonic team to celebrate some kind of mile stone for them....,....

u can be them i have pictures of me as sonic etc.. on PSO GC. dont belive it cant be done well i aint gonna stop u but it can be done.

Actually on the PC version there is a lot of things you can do and things you can be. Like the NINJA, or Red Ring Rico(never seen that one though). That's because the PC PSO can be constatnly updated directly by computer, unlike GC, but I guess that's the same thing I Gameshark does.
