What I need to play this quest?
If I can't play online, I have nothing to do in relation to this quest, I'm wrong?

Since you mentioned you're on DC ver.2, download the quest from the PSO server onto a VMU or memory card. Make sure the VMU or memory card is active and start a game. Go to the guild counter and select download quest. The quest should show up on the list.
