so my question is, are these the correct stats? and if so why is such a damn good weapon only 9 stars?

also what does atp=680-700 mean? why would it vary? the screenshot on the site shows it's atp to be 705.

It's 10 stars. The 680-700 atp means that at any given swing the weapon's atp is any number between 680 and 700. That's how reliable a weapon's damage is.
