Enemy parts question

I just recently came across a rappy's wing and i want to turn it into a weapon but whenever i enter the quest Dr. osto's Reaserch i talk to the DR and he does nothing. I just want to verify this Dr. Montegue ( i think i spelled it right) is the yellow Fonewman right?

the Dr. Ostos reasearch all he says to me is : "Wheres Elenor (blah blah blah blah blah blah etc.)" every time i went up to him. also he also shows up in other quests.

Go to Unsealed Door. It works there, for me atleast.

i barely do quest im only doing them for the soul eater.

have you finish Dr. Ostos Research and Docs Secret Plan yet? if not, that is all Dr. Montague will say until you do.
