Opening Soul of Steel on Xbox

Help!

I've opened (Ult) Ruins and completed Doc's Secret Plan, Doc Osto's Research, and Secret Delivery, but Soul of Steel is still not showing. Anyone know what to do? I've, of course, looked at the guide, according to which it should be opened.

Are you doing these all in the same difficulty? All ULT?

Yeah. I completed tier 1 awhile ago in order to open letter from lionel (hildetor hunting got me my frozen shooter). Then today I completed secret delivery and the two doc quests. But nothing!

Update: just did native research and forest of sorrow, still nothing. What can I be missing! Is the quest on the xbox?
