Mag guides?

While looking at some mag guides, I was wondering, what do those 3 rings on top of each other mean, for example when you get a full bar you get 3 ring things as the picture

the 3 rings is the status you are in when you're like,moving slower than everything else,some monsters can do it to you. Not shure what it has to do with mags ....

it means that your mag will make you invincible for a short time.

the others are fairly obvious, if only for the reason they go into effect. Shifta/Deband, Resta, and Reverser.
