do rare monsters also have to do with id?

i was wondering if you cant find a rare animal if your id cant find a item from that rare animal. is that true?

Anyone, under any ID can find any rare enemy. However, most (if not all) IDs differ in what exactly they can get from the rare enemy in question.

Every rare enemy has a special drop for every section ID.
