XBOX GC Quests

I'm new to this game and this Forum so i apologize for any stupid questions i might ask and apologize twice if this turns out to be one of them.... Why does the GC version of PSO have so many more quests than the XBOX version? Did microsoft somehow offend Sonic Team in a former life?

P.S.-If anyone does know why XBOX doesnt...do you know if we'll get those other quests?
