You have to get S-Rank on challenge mode to get it.

Yep, you have to clear offline C-mode to get it. Or you can trade someone for it. *squeeky-squeeky-squeeky*

The Toy Hammer was my first offline S-rank prize and I have to tell ya that the damage varies WIDELY. You can do a weak attack that will end up being as strong as the strong attack and vice versa.
