Mag Help???

I am trying to raise a Tapas for my purplenum RAcaseal. I need the stats to be MIND > POW & DEX | DEF < 45 in order for it to evolve but I don't understand this? Can someone fill me in please?

All this means is that you need to have the Mind be higher then the Power and Dexterity, and have the Defense be lower then 45 when it's level is at a multiple of 5.
