I just came from there, and it said to clear Doc's Sercret Plan. -_-

Its already cleared.

Have you cleared the quests that have Sue and Mome in them? If not, try clearing those.

Yeah the best thing to do in a situation like that is to just clear any quest you havent already cleared.
