Twinkle Star?

How do you make a Twinkle Star? Do you need a Star Amplifier and like a max grinded wand or something??

You need a partially-ground Wand-type and the Star Amp to make a Twinkle Star. Also, you need a Force of at least L100, regardless of that Force's MST. It's not enough that they could equip a Twinkle Star and the item you're converting, they must still be of the required level. From PSO for Grownups comes this info;

Wand +15, L100+
Staff +15, L110+
Baton +10, L120+
Scepter +5, L130+

The weapon must be ground to the required level no matter the level of the Force doing the converting, so if a L200 FO is converting a Wand it still needs to be a Wand +15. However, there is no maximum level, so a L200 FO COULD convert a Wand. Once the FO reaches one of the watershed levels they can convert that type of weapon and any of the preceding ones.

It depends primarily on FO level though. If your FO is L129 he/she can't convert a Scepter, but can convert Wands, Staffs and Batons. If your FO is L99 he/she can't convert any of them.
