I'll bet if you stop paying, they'll get rid of it for you. ^_^

Seriously though, you can probably go somewhere in the official PSO site and give them your account info and tell them you want it canceled. I'm just guessing though.

click there, logon, click edit account, click on your access/serial number and hit cancel.
