it is when u r off the ship and in the south city. the sith guard tells u that u can't enter without sith papers. how do u get the papers?

no, you hafta go into the apartments in the area you're in. in there, you'll either fight a group of siths and steal one of their uniforms, or you'll be invited to join the party, and in the morning steal one of their equipment packs.

Is that even legal? Also you will eventually trade that uniform for some papers that will get you through to the undercity.
