You can't go past a maximum on your base stats.

You can't raise base stats past the maximum. But the stats you get from the weapons don't build on the bases like units do, so they can raise those stats past the maximum. Note, however, that weapons that boost MST and LCK boost them at the base level, so you can't exceed the max with those two stats.
