Heavens Punisher Please HELP

hi everyone
i just got heavens punisher
and i was very very happy
but when i gained a level with it and its kickin XP gainner. it wont do its punishing attack anymore. any ideas why?

The special only works on beat times that start with an even number.

There's a small "clock" on the lower Right-hand corner of your Pause Screen(Screen that comes up when you hit Z or Start). If you're online, it will display the Ship/block info first(I think, I may be wrong. Correct me if I am), then, after a few seconds, a number will appear with a green line over it.

The Special on the Heavens Punisher will only work when the number begins with an even number(0,2,4,6,8). On odd numbers, it will not work.

Actually on GC Heaven's Punisher's Special only works on even PSO Beat times.Not as in 020 or 002 but as in 200 400 600 800 then repeats.
