I read that the special for the J-Sword requires Photon Charges(PB GAUGE). If you have a MAG such as a Sega Saturn that has no PB Guage, can you still do the special?

Nope. You have to have 20 pb or more to do the special.

It doesn't have any PB's so the PB gauge won't fill up. The PB/Creator would be pointless.
