I've thought about it from every angle- It is IMPOSSIBLE that someone as irresponsible and timid as Hopkins could make it all the way to Vol Opt and survive the fight with him but lose a weapon... Maybe he was so happy that he finally beat Volt Opt, and he danced around the area so much he dropped his weapon.

Then when he returned to Pioneer 2, he noticed that he lost it, but didn't feel like fighting Volt Opt again, Or something.

Sonic Team needs some new writers, eh?

i think that might be the case^.^ he must left his weapon in enemies body on purpose for a better pic taken.
