Is it possible to find one without a special event ? I read it was a special item found in a present. Help me pliz.

It was an item that you could get from an Easter egg (dropped by the Easter Rappies.) Other than that, you won't find one. If you know someone with a spare egg, you could do soft resets until you get it.
