How can i get a Ribhava MAG!?!?

i found this info:

DEX > POW > MIND ( DEF < 45 )

what that's supoe to mean!??! i never learn that on math ((< or >)) less<more!?!??! i'm confused, can someone help me!??!

That just means that when your mag reaches level 50 or a multiple of 5 after(55,60,65,etc.) it will evolve into Ribhava if Dex is higher than Pow and Pow is higher than Mind. You shouldn't have to worry about the Def, it should be low enough.
