out of these 2 rods

Psycho wand:30% bonus to all hard tecs and reduces tp by half, but consumes hp

C-Sorcerers cane:reduces tp cost by 10% 20% boost to normal techs

and finnaly a couple of questions...

1. why does the C-bringers rifel description point you to the tech bonus?

2. does the pycho want ereally decrese hp now, in the tech bonus section its says nothing about an hp decrese x.x

I like the Psycho Wand over the Cane, the boost to Ra Techniques is nice, and it cuts Tp cost in half, not 1/4.

And the Psycho Wand does take the full cost of the spell away from your Hp. The downside to the weapon.
