Psycho Wand's Abilities?

Anyone know what the exact abilities of the Psycho Wand are? Other then the random casting of techniques when you use the special. Is there something like the heaven punishment where it is time based?

Basically, other than the mentioned random castings of Foie, Barta, and Zonde, it cuts TP cost by 50%, which would be huge to any force
