5/195 mag possible?

Is a mag with stats of 195 in anything even possible? I was thinking about raising a pure mind mag to help my pipe forces to make it to ult quicker.

System mags, but at the cost of PBs.

For normal mags, you have to raise either Dex or Def in the first 35 levels.
