Yes, but you can already add %s up to 100% using Pdrops and spheres in that quest.

I suppose Today's Rate, with a little bit of luck, can also add hit percents to enemy weapons. As far as I remember, but I might be wrong ^_^; you can't add hit percents with Photon Drops and Photon Spheres.
