Where's the best place for a lvl 14 whitill HUcast?

Ultimate Ruins

Just keep playing the game, get to Ruins, level up, beat Falz.

Rinse, repeat on Hard mode.

If you mean rares then...nowhere (normal difficulty).

If you mean a good place to level up, I would suggest either doing offline mines runs, or going online into an open ruins game.

If you mean (breath) where's the best place to look for rare creatures with a whitill...don't even worry about it. On normal difficulty the items rare creatures drop aren't worth searching/piping for.
