in the quest retired hunter what is the reason why you can not only access ruins but forest too. Is there more to the quest than just killing 99 monsters http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_confused.gif

ah i'm quite sure you can't go to the forest on that quest. what difficulty were you playing it on?

Yes you can. Onj all difficulties, you can access forest 2 after you complete the quest, but before obtaining your reward. There is a message for Donoph from Flowen in it.
