Think again
These are reference times advisable for each stage.
Dont just divide 7 hours by the 9 stages or you will miss your Srank time for sure.
A newbie will indeed be able to clear C1 below 47min, but I doubt he will clear C9 below the 47min.
So if you want your Srank you better stick with the max time stated on the link. You can exceed the max time for a specific stage of course, as long as you better another stage with the time lost.

a trained monkey can beat all stages under 47 minutes. he was asking for max time for all stages which IS 47 minutes

You have to adjust for variances in diffuculty per stage. Stage 1, for example, certainly isn't going to take 47 minutes, but stage 9 can easily take over an hour on a bad map/team. Following are my recommendations for optimal S-rank maximum times. Be advised that it's different from most websites, but it's also a bit more lenient.

c1 15
c2 45
c3 45
c4 55
c5 45
c6 55
c7 50
c8 50
c9 60

Add them up and it's 420 minutes. Divide 420 by 60 and it's 7 hours even. And remember that you can easily make up for a bad time on one stage with a good time on another stage. Just note that these are not good times, but beating them will certainly reward you with an S-rank.

Not everybody can be a trained monkey and be lucky on all maps (especially C9)
Anyway, read the vulpes post above, a perfect guideline for all stages I'd say ...
