2. I got a DC emulator, and I want to know if you guys know where I can get some rom's

1) No. You need a TV-in card on your computer. That allows your computer to see and use the DC video signal (or any other input). The VGA box just goes straight from DC to monitor.

2) Of course not! Pirating is bad. *ahem* *looks around innocently*
