ok so i talk to the fonewmn and hes talk about elenor and i have the rappys wing in my inventory with me and im mad why isnt it working!!!!!

...but if you completed the quest, then it might be something I ran into. You cant convert multiple weapons on one quest. You have to quit the current quest, and start it over again. Or, maybe theres a different way (go to your inventory/bank, purhaps?)
