About enemy weapon parts...

how do you make enemy weapon parts into weapons. the guide on this site didnt help much. i cant find Dr.m. do i need to complete the quest and meet him in front of the teleporter?

Hes the FOnewm, and you must have completed Doc's secret plan, otherwise, he'll say something about "Elenor's emotional patterns" and he won't notice you to convert parts... And they call him a geinus...
