No, dont, its not better in most situations

and heavens punisher is crappy handgun. that's it. red handgun is better, along with yas 2000, ruby bullet, and many other easier to obtain HGs

heaven's punisher can use pilla as the special for a whole 100 beats, that is strong it does amazing damage and yas9000m is better taht any yas and it has "rifle range" that's good

Too bad Heaven's Punisher does crap damage in ultimate because enemies have higher light resistance.

Also, isn't 9000M a handgun? I know that Red Handgun is stronger than it, anyway

You can only use the Heaven's Punisher's special ONCE every 100 beats? I thought you could combo it 3 times, like a normal gunshot, until the next 100 beat increment... that's how it was on the Dreamcast, anyway.

... if it's only ONCE per 100-beat increment, then that gun sucks. You'd be better off allowing yourself to be smacked until you can use you PB, and use Pilla.
