What I.D.s get it and where? I checked the item listings. They don't tell where to find it.

You get it from Gallon's Shop quest. I think you need 45 photon drops but im not sure. They have like a guide thingy here that says the minimum amount for everything you can get in Gallon's Shop.

It's 45 PD's, I got one recently, and made my BKB, which I suprisingly never use cause it makes the game too easy...
