Where do you get those sprites?

I was wondering where people get those little sprites. Is there a website where you get them? Is there a person that custom makes them for you? Do the people who use them make them by themselves?

I believe they are called sprites. Correct me if I am wrong.

Most other ones not there have been edited by others, for example, the Ep2 Elly and Calus ones that are avatars here were edited by me.(Elly from the red HUnewearl(That took forever since pretty much -everything- had to be changed), Calus from the default FOmar)
