How to you make Admin in Team Setting?

I would like it if someone could tell me how step-by-step. I was promoted to leader since the old one didn't like being the admin, but now he wants it back and I can't figure out how to promote him.

go to the bottom of the admin screen, edit the member and change their privaleges from member to admin
