Cant get Rankina Stone?

I have done this quest successfully many times, but who do I talk to turn it into the rankina stone? It just doesnt make since

You earn the ???? Stone by completing every event in the quest without failing (everyone in the team must not fail any part of the quest). When you reach the end of the quest the ???? Stone will drop just like the Fragment of Friendship, and even in the same place. After you pick up the ???? Stone, return to Pioneer 2 and then go directly to the tekker. He will identify the ???? Stone as the Rakonia Stone. Then you can talk to Garon and end the quest.

Note: the Shiva Stone is completely worthless to you. Either you use it to save your companions or you give it to Garon. You cannot keep it.
