Very much so. Whether your GameCube is connected to the net through a LAN using the BBA, or connecting through dial-up from a modem adapter, you DO need internet access.

If access at home is a problem, try Access-4-Free.com. The first 10 hours a month is free, the next 10 is $1/hour, and it's unlimited after that. You're never charged more than $10 a month, and you can pay by credit card, check, or money order. There IS a $5 setup fee, but after that, you're good to go.

I would suggest using DUN (dial up networking) since they support that. Better than having more unneccessary software installed on your pc.

You'll need to get a BBA (broadband adapter) if you want to play online with your broadband connection.
