Does anyone know how to get the regen functions on this item to actually work? Or is this another useless item, begging to be junked? Any replies would be welcome.

This is a bit speculatory, but I would guess Proto Regene Gear is an abbreviation for Prototype Regenerate Gear. You can find a working version (just called Regenerate Gear) which I think restores HP when you deflect blows. I don't believe you can fix the Proto version tho.

yeah, proto doest restore hp or tp, but regene gear adv. does every time u block, i found the regene gear in forest 2 vhard, on a blue rappy
