Rumor: I found TP materials
Fact: TP materials do not exist in normal gameplay
but you can get them in Rappy's Holiday from the lottery game. is that not consitered normal gameplay?

You can't get TP materials offline? I swear I've gotten them before somewhere along the line. Might have been an HP material...
