Photon Drops can be found anywhere, as far as I know. Usually from something that drops an item you want, heh.

They certainly drop on Normal, though, found one in Normal Forest online last night with my FOnewm.

OK, I'm asking because there is some armor that something drops on normal ruins that I want.

I figure PD's are all that will drop I want besides the armor.

Any enemy or box in any difficulty that drops random tools (green boxes) can drop a Photon Drop. This includes set boxes in boss lairs that drop random tools. And since almost anything in the game can drop them, that tends to be why they can be a fairly prolific item (especially when you don't want them to show up).

fairly prolific? I've heard of others finding'em in serious quantities. But so far I haven't. Over 1300 hours on my main character, and not even enough to put a 100% on my favorite weapon! The ones I have found are indeed scattered across all places and difficulties...

You only need 46 for that.
