I talked to the doc at on Doc. Osto's Research, but he won't turn my Grass Assassin's Arm into a G Assassin's Saber... What do I do? (I read all the guides)

Some people say you have to Elenor in a previous quest (I think it's the Fake in Yellow). Also, did you finish all the quests?

I haven't finished all the quests, but i've seen her in Magnitude in Metal (You have to) but if you say she might be in fake in yellow, it's worth a shot.

Right. Finish all the quests, then go back until you find her to the left of the Principal's office. Then talk to her and beat the quest.
