Need help with mag....

Im lv. 101 and my mag is a master system lv 102. Im trying to give it a Dreamcast cell but it wont work. I dont get it... I was lv 100 and the mag was lv 101 but it didnt work then and i also tryed to giv it the celll when i was lv 101 and the mag was lv 101. Why wont it work?

Well according to this guide (http://www.pso-world.com/sections.php?op=viewarticle&artid=659) the required mag level fluctuates according to the character's level. So each time you or the mag gain a level, try the cell again. I've never raised a system mag though, sorry I can't be more help.
