If you are referring to Soul Eater and Soul Banish, then yes they can. All classes can use those.

ok im not that far in the game so whats soul eater and soul banihs and how can i get them ?

ok i know what they are and lets say i told sue my name..will i have another chance to get the soul eater on hard mode ?

Yes, each difficulty allows you another chance at either the Soul Eater or Ragol Ring.
