PSO plus problem.

I just got my copy today (import). I remember reading that US PSO save games will convert in PSO plus. Is this wrong? I have US version of the game and it doesn't allow me to convert my file. It simply says "this card doesn't have a PSO file on it" at the character options screen.

Why would a Japanese version of a game convert a save file from the US version?
