GC-Item: Question about the Imperial Pick

I got the Imperial Pick on my FOmar in Bluefull. Since I have a hunter I gave it to her. I found out that I need 785 ATP in order to use it. Since she is only level 31 I can't find out a lot about it. So I looked it up here. It used to be wicked powerful on the DC but it has been downgraded and it seems like it is weak for the ATP it needs. Plus another thing that got me thinking was its description, "The blades can kill an enemy with only one hit. Its special attack can take away half of an enemy's health." Are the regular attacks capable of killing in one hit. (Like a Hell kindda thing.)

The descriptions just more fancy wording from ST. For the lowering of the ATP, the ATP of the weapons for ver 2 had to be high in order to get over the Ult enemie's high DFP, so all weapons from ver 2 are going to look weaker, but they are simply being adopted for how the game is now. As for the high requirement, I'm not sure. It is a nice looking weapon and the special is quite nice too. It would have been better if it was reduced to 50% effiency, but it still works quite well.
