I changed to Road Runer(Cable Service) and my settings don't work. I've done every possible thing with the settings that worked before. Is there something different I should do with cable services?

Here are some things taken directly from the Sticky that helps us help you.

Stuff to include:

Location

System (Gamecube, XBox, Computer)

Dial-up or Broadband

Internet Service

What type of Broadband (Cable or DSL)

If Broadband, what type of modem (if it has a USB or ethernet connection)

How you are setting it up (such as Broadband router, or linked through computer)

If using a router, what type (company and wired/wireless)

Description of error(s)

What type of cables being used

Location: Canada(American version)

System (Gamecube, XBox, Computer): Gamecube

Dial-up or Broadband: BBA

Internet Service: Road Runner High Speed Online

What type of Broadband (Cable or DSL): Cable

If Broadband, what type of modem (if it has a USB or ethernet connection): Ethernet

How you are setting it up (such as Broadband router, or linked through computer): Router

If using a router, what type (company and wired/wireless): D-Link, 5 port, wired

Description of error(s): Settings don't work(Settings incorrect error message)

What type of cables being used: blue ethernet thingies.

When we had DSL the settings worked, so it must be something to do with the cable service.

what do you have your network options set to for PSO? Is everything set to automatic?

No, that doesn't work. Neither does manual settings.

Can you access the webpage via PSO?

Doesn't that qualify as "connecting"?

Not always, if you can conect to the homepage, it doesnt always mean you can conect to the game servers.
slect homepage, then try and connect, you will get an arrow symbol in the bottom right of the screen, if this then leads on to the main page your halfway there.
If you can get through on the homepage but not the main game it could mean that:
your memory card may not be working right, is it an official card?
you might have to register your MAC address with your ISP.

Another problem you might be having is if your unplugging one device then plugging in your gamecube, you may need to reset ( unplug then plug back in) the router or modem in order for it to see the gamecubes BBA.
