I know you get the Very Rare Rares (S, SS) but from what I have heard you can get Normal Rares anytime?

I've noticed that most of the rare cards I get are because of card changes. (The flashy thing. Like Assault->God shield: Genbu). I failed 6 card changes at 60% last night, and got no new cards...Boo.
