Perhaps it is an E card just like the (rumoured?) fate of the Pal Rappy card.

It, and the Pal Rappy, may not necessarily be E ranks. They could be any rank really, and only be available from a future quest (kind of how Gi Gue is available, only you can find them normally as well). So they could be R3 or what-have you, and just not have rarity points or card numbers and therefore not be normally available.
