For Mags what does Mind and Dexterity do?

Each point in DEF adds 1 DFP
Each point in POW adds 2 ATP
Each point in DEX adds 0.5 ATA
Each point in MIND adds 2 MST

They add to your base ATA (how often you hit) and MST (techinique strength and ability to learn).

Not really. Although you are technically correct (in the final result), it's increasing your MST that adds to your TP; it's strictly a side effect of raising MST. The same thing happens if you raise MST through an armor unit or other +MST item. And it's not always two; it varies by class (Forces get more...I believe it's 3 points for every increase of 2 MST, I believe, but I wouldn't swear to it).
