Soul of Steel

All right, quick question. Now, the PSOW guide says that the prerequisite for doing the quest "Soul of Steel" is to beat Doc's Secret Plan. I've done so, but still no SoS. What else do I have to do?

I ran into this problem awhile ago. I think I fixed it by clearing the Mines quests that deal with Beta 772.

I'm pretty sure the prerequesite is all the other quests that involve Dr. Montague and Elenor either directly or indirectly. This would include Fake in Yellow (you don't have to play it, but if you do clear it make sure you talk to Elenor on Pioneer 2), Secret Delivery, Doc's Secret Plan, Dr. Osto's Research, and Unsealed Door. It's times like these that I wish I had payed more attention to the quest ladders. -.-
